Korea Takes the Lead in AI Cooperation at APEC 2025

Korea emerged as a central voice on artificial intelligence policy at the APEC 2025 meetings this week, pushing for stronger regional cooperation and setting out a roadmap for responsible AI growth across the Asia-Pacific.
During the summit, Korean officials emphasized that AI is no longer a future technology but a present force shaping trade, education, manufacturing, and national security. Korea proposed a set of shared guidelines focused on three areas: transparent algorithms, safe data use, and cross-border research partnerships. According to delegation members, the goal is to create an AI environment where innovation can grow without sacrificing public trust.
Korea also announced a plan to establish an “APEC AI Cooperation Hub” in Seoul. The hub would connect universities, tech companies, and government agencies across member economies to exchange data, run joint pilot programs, and offer training to help smaller nations develop their own AI capabilities. Officials said this platform could become the region’s main center for AI testing and policy development.
Several APEC members, including Japan, Singapore, Canada, and the United States, expressed support for Korea’s leadership. They highlighted Korea’s strong semiconductor industry and advanced digital infrastructure as key advantages for coordinating regional AI progress.
At the same time, Korea warned that without shared safety standards, AI could widen inequality and create security vulnerabilities. The country pushed for monitoring systems to track misuse of generative AI, such as deepfakes and automated cyberattacks.
Experts say Korea’s proactive stance reflects both national ambition and global need. As AI competition accelerates worldwide, the Asia-Pacific region faces pressure to align rules and avoid fragmented development. Korea’s initiatives at APEC show its intent to guide that conversation rather than follow it.
APEC will review Korea’s proposals over the next several months. If accepted, the Seoul AI Cooperation Hub could launch by early next year, marking one of the largest coordinated AI efforts in the region.
